Tom Evans
Managing Partner

Bio:
Tom is the Managing Partner of Toccoa Capital Management and oversees the day-to-day operations of the firm. During his career, Tom invested over $450mm on behalf of a large special situations and distressed investment hedge fund, focusing his efforts on sourcing, underwriting, and asset managing real estate investments. Tom also worked in Special Assets Dispositions at Synovus Bank right after graduate school. Tom began his career working for a large road construction and site development company and has developed residential subdivisions and retail and office properties in Atlanta. Tom is also an Adjunct Lecturer of Real Estate Finance at the Goizueta Business School at Emory University. Tom is an Atlanta native and received his BS in Industrial Engineering from Georgia Tech and an MBA from the Goizueta Business School at Emory University.
Rich Tarpey

Rich enjoys fishing, paddleboarding and snorkeling with his 3 sons.
Rich is responsible for the day-to-day operations of underwriting and asset managing real estate investments for Toccoa. Rich has over 30 years of commercial real estate experience including origination, acquisition, and asset management. Prior to joining Toccoa, Rich worked at Electra America where he helped grow the SFR portfolio from 300 to 2,500 units and a pipeline of $1.5B. Before joining EA, Rich worked at BayView Financial headquartered in Coral Gables, FL where he managed a $3.0B commercial real estate portfolio across multiple asset classes. Rich also worked as the Director of Asset Management for Republic Financial a private equity firm in Denver, CO. Rich received a B.S. degree from Fordham University.
Barron Garbo

Barron has spent previous summers volunteering as a camp director in Hungry Horse, Montana with Next Generation West Ministries.
Barron is responsible for sourcing, underwriting, and asset managing real estate investments. Previously, he worked in the Investment Sales division of the National Multi Housing Group of Marcus & Millichap where he focused on multifamily investment sales in the Atlanta MSA. Barron received a B.S. in Business Administration from Mississippi State University.
Bailey Boone
Asset Management & Operations
Fun Fact:
Bailey has spent time in Costa Rica serving on The Rice and Beans Ministry’s food and construction team, helping to provide sustainable food and shelter and for families in need.
Bailey is primarily responsible for asset management and operations at Toccoa. Previously, he has worked for an insurance carrier, wholesaler, and commercial brokerage providing succession planning consultation and implementation for business owners across the country. Bailey re-routed his course and began a career in commercial real estate through a successful internship with Toccoa, which ultimately turned into a full time position with the firm. He received a Bachelor’s in Business Administration with a concentration in Finance from Mississippi State University, where he was an active member on the Kappa Sigma Fraternity.
